Luxembourg’s Legal Large Language Model -  Developing AI solutions for legal text

What is 4LM?

4LM (Luxembourg’s Legal Large Language Model) is one of many flagship projects of the national AI strategy “Accelerating Digital Sovereignty 2030”. The flagship pursues several objectives such as the development of a legal chatbot on Legilux that can provide first guidance to citizens and companies as regards their legal research. Eventually the project should help translate legal texts and generate answers in different languages. Finally, the project aims to develop a tool that can help civil servants assess and generate draft law proposals based on European and national law.

How Does It Help You?

Finding relevant legal basis: Finding the relevant legal text applicable to your question.

• Guidance: Get simple explanations of complex legal texts so you can better understand your rights and responsibilities. The tool will however not replace any legal advice you may want to seek from a professional.

More Languages: Access important laws and information in your preferred language, making it easier for everyone in Luxembourg’s diverse community.

Why Does It Matter?

Fairness: Everyone should be able to understand the laws that affect their daily lives.
Innovation: Luxembourg is leading the way in using AI to make government services more efficient and user‑friendly.

What’s Next?

The 4LM project creates opportunities for future initiatives focused on compliance, with potential applications across a wide range of sectors.
